Here are the rules of the Club Penguin Rangers and the Declaration of Penguin Rights (The Declaration of Penguin Rights was created by the Club Penguin United Nations.).

The right for penguins to have a secure time on Club Penguin.
 The right of economic freedom (playing games, running restaurants, etc.)
 The right of free speech
 The right to have fun!

No Saying ACP rule (automatic Kick from the site if you do)

Always Keep the CPR updated about the acp and whats happening at the dojo

Make loads of people join the CPR!
